Sanitation Regulations Expert

The United Nations Human Settlements Programme (UN-Habitat) is currently seeking a Regulation Specialist to collaborate on a project in partnership with the Municipality of São Paulo.
Key Responsibilities- Develop a comprehensive Work Plan outlining the scope, stages, and deliverables of the consultancy, including details on required information, activity schedules, and deadlines.
- Prepare detailed Policy Analysis Reports and Sanitation Services Analysis Reports to support the diagnosis of municipal plans, including assessments of existing sanitation policies and recent legislative changes.
- Conduct assessments of sanitation rates and financing mechanisms to ensure compliance with legal guidelines and propose amendments to the existing regulatory framework.
- Work collaboratively with the core UN-Habitat team and other consultants to develop proposals for amendments and new regulatory mechanisms at the municipal level.
- Availability for weekly virtual meetings with the Programme Coordinator.
- Ability to incorporate revisions pointed out by the UN-Habitat team in ongoing activities.
- Support project planning efforts.
The specialist will deliver four key products:
- Work Plan: A document presenting the Work Plan regarding the object, stages, and deliverables of the consultancy.
- Policy Analysis Reports and Sanitation Services Analysis Reports: Detailed assessments of existing sanitation policies and recent legislative changes.
- Report on the Analysis of Rates, Financing, and Contracts in Sanitation Services: Assessments of sanitation rates and financing mechanisms.
- Development of proposals for amendments and new regulatory mechanisms at the municipal level: Proposals for potential changes to the existing regulatory framework.
