As a key member of our team, the Consultant on Cultural Policies will be responsible for supporting the implementation of a project aimed at strengthening cultural governance in São Gonçalo municipality. The role involves defining a detailed work plan, collecting and analyzing data, assessing beneficiaries' social profiles, exploring resources and methodologies, and proposing indicators and a monitoring framework.

The ideal candidate will have excellent analytical and problem-solving skills, with the ability to communicate complex information in a clear and concise manner. A strong understanding of cultural policies and their impact on communities is essential, as well as experience working with public funding instruments and stakeholder engagement.

In this role, you will have the opportunity to work closely with UN-Habitat teams, the Municipality of São Gonçalo, and other relevant stakeholders to align expectations and refine the scope of analysis. Your contributions will help shape the development of a Thematic Analysis Booklet on Cultural Policies, which will provide valuable insights into the reach and impact of local public funding instruments.

**Key Responsibilities:**

  • Define a detailed Work Plan for the consultancy, including objectives, activities, timeline, and methodologies.
  • Participate in meetings with UN-Habitat teams, the Municipality of São Gonçalo, and other relevant stakeholders to align expectations and refine the scope of analysis.
  • Collect, systematize, and analyze data from São Gonçalo's cultural initiatives, particularly public funding instruments such as cultural grants, awards, and programs.
  • Assess the beneficiaries' social profile and territorial distribution, access, and impact of cultural policies across the municipality, identifying gaps, challenges, and opportunities for more inclusive and equitable cultural governance.
  • Explore the resources and methodologies of the Public Policy Observatory of São Gonçalo.
  • Propose indicators and a monitoring framework to support the ongoing monitoring and evaluation of São Gonçalo's cultural initiatives.
  • Develop a Thematic Analysis Booklet on Cultural Policies, integrating quantitative data with qualitative insights (including stakeholder interviews, policy documents, and dashboards).

**Requirements:**

  • Master's degree in a relevant field (cultural studies, urban planning, sociology, etc.).
  • At least 5 years of experience in cultural policy analysis, urban planning, or a related field.
  • Excellent analytical and problem-solving skills, with the ability to communicate complex information in a clear and concise manner.
  • Strong understanding of cultural policies and their impact on communities.
  • Experience working with public funding instruments and stakeholder engagement.
  • Proficiency in data analysis and visualization tools.
