The mid-point assessment is a critical juncture for evaluating project progress, identifying challenges, and outlining corrective actions.
Key Evaluation Principles- Findings and judgements will be based on thorough analysis and evidence-based documentation in the review report.
- Information will be triangulated wherever possible, with single sources acknowledged when verification is not feasible.
- Analysis leading to evaluative judgements should be clearly articulated.
- To facilitate reflection and learning among UNEP staff, implementing partners, and key stakeholders.
- To promote reflection and learning through the review process and communication of review findings and key lessons.
- A participatory approach will be employed, keeping key stakeholders informed and consulted throughout the review process.
- Both quantitative and qualitative methods will be used as appropriate to determine project achievements against expected outputs, outcomes, and impacts.
The review consultant should consider strategies to promote reflection and learning, both through the review process and in the communication of review findings and key lessons.
Liaison with the project analyst will be necessary for procedural and methodological matters related to the review.
