About the Role

Horizon Neulogy is seeking a highly experienced and skilled Project Director to lead our water resources management initiatives. As a key member of our team, you will be responsible for overseeing the development and implementation of large-scale dam projects, ensuring compliance with regulatory standards and safety protocols.

Key Responsibilities
  • Conduct thorough analyses to determine the viability of dam projects, evaluating environmental, geological, and hydrological conditions.
  • Design and engineer dam structures, ensuring compliance with regulatory and safety standards.
  • Navigate and comply with local standards, regulations, and permitting processes.
  • Conduct risk assessments to identify potential hazards and vulnerabilities, developing and implementing safety measures and emergency response plans.
  • Supervise dam construction activities, monitoring progress, quality, and budget compliance.
  • Prepare cost estimates and budgets for dam projects, monitoring project costs and financial performance.
  • Implement quality control measures to ensure the integrity of the dam structure, conducting inspections and testing to verify construction quality.
  • Evaluate and mitigate the environmental and social impacts of dam projects, developing and overseeing environmental management plans.
  • Analyze and model hydraulic conditions, designing spillways, outlets, and other hydraulic structures.
  • Develop dam operation and maintenance plans, ensuring routine inspections and maintenance activities are carried out.
  • Develop emergency response plans and procedures, coordinating crisis management in case of dam failures or emergencies.
  • Provide expert advice to clients and stakeholders, communicating effectively with project teams, government agencies, and other external stakeholders.
  • Provide legal support related to dam construction and operation, managing and mitigating risks associated with dam projects.
  • Engage with local communities and stakeholders to address concerns and gather input, communicating project progress and updates transparently.
Requirements
  • Recognized qualifications within a relevant field, such as Bsc or Msc Degree in Construction Management, Engineering, or a related field.
  • Minimum 15 years of experience in big and complex water dam projects, with at least five years as a Project Director/Project Manager for both the Consultant and Contractors' international company.
  • Advanced knowledge in construction management processes, means, and methods of water dams for irrigation and livestock drinking.
  • Proven knowledge in Dams construction, inspection, and consultation, with an advantage in RCC method and or concrete Dams.
  • Superior contract management competence and ability to liaise with all project stakeholders, including Owners, Subcontractors, Consulting Engineers, and Financiers.
  • Understanding all facets of the construction processes from design of a broad range of dam types, including embankment and concrete dams.
  • Highly motivated and extremely committed, with a deep understanding of legal and industry standards.
  • Experience working in multicultural companies, with leadership and human resources management skills.
  • Proficiency in using specialized construction management software packages.
