As a result of the study, two articles will be produced on the possibilities and limits of the use of scientific evidence in the production of public policies in several areas of state action. These analyzes will contribute to the expansion and greater robustness of the body of knowledge regarding the informational dynamics and knowledge employed by policymakers in Brazil.

**Responsibilities**:
The consultancy aims to analyze the dynamics of the circulation of knowledge in the Brazilian State in the production of Brazilian public policies and the level of adhesion of Brazilian public organizations to the paradigm of public policies based on evidence
In this context, it is expected that the consultancy will bring two main contributions about the area's hot topics and will develop the following activities:
1) Analyze the current literature on how data science has been used in the process of mobilization of knowledge and state action in Brazil,
2) present potentialities, limits and possible risks of the indiscriminate use of data science in the production of evidence to subsidize public policies in Brazil, based on the analysis of practices adopted in other countries.
3) Explore how data and information is used in machine learning systems to produce predictions and support decision making in public policies.
4) Present a study on limits, potentialities and risks of data science use in evidence production to subsidize.
Qualifications/special skills
-An advanced university degree (doctoral’s degree or equivalent) in Political Science or Humanities.
- minimum of 3 years of professional experience or teaching in Social Sciences, political science, studies in public policies and/or related areas.
- publications in the consultancy area.
Languages
- Fluency in Portuguese and English.
Additional Information
Outputs/ Works Assignment:
The consultancy will present analyzes on the possibilities and limits of the use of scientific evidence in the production of public policies in several areas of state action, in 2 articles (products). The consultant should deliver the completed plans in the following order and dates:
Product 1. Study on the literature in the field of using data science for the production of public policies, in the form of an article for the Political-Institutional Analysis Bulletin (BAPI). To be submitted 60 days after start date.
Product 2 - Study on the limits, potentialities and risks of using data sciences in the production of evidence to support decision-making in public policies in the Brazilian context, in the form of a book chapter. To be submitted 180 days after start
The reports should be drafted in Portuguese in an editable format agreed with the supervisor.
