HR Manager (Brazil Manufacturing Facility)

Recruitment Context

The company is in the
0-to-1 phase of establishing a manufacturing facility in Brazil

, with the site selection and factory setup already confirmed. In the first phase of this project, we successfully supported the company in recruiting the General Manager for this Brazil facility. Now, after aligning with the General Manager on the positioning of remaining key roles, we are urgently launching the recruitment for the HR lead—aimed at quickly onboarding a candidate to build core HR capabilities for the facility. 

Position Overview

This role is responsible for the
end-to-end HR management of the Brazil manufacturing facility

, with a critical focus on
0-to-1 HR system establishment and implementation

. The priority in the early stage is to drive talent acquisition (covering both factory workers and office staff) to rapidly build the team, while also adapting to local union agreements and labor policies to operationalize core HR functions (e.g., recruitment, onboarding, payroll, training). 

Job Responsibilities

  1. Lead the
    0-to-1 organizational development and daily HR operations

of the Brazil plant, overseeing end-to-end management of recruitment (prioritized in the early stage for both workers and office employees), training, performance management, and employee relations.
2. Develop and refine HR policies/procedures across all modules, including talent acquisition, learning & development (L&D), compensation & benefits (C&B), performance evaluation, and workplace relations—ensuring alignment with local standards.
3. Spearhead the
implementation and optimization of a new HR Information System (HRIS)

, streamlining processes to enhance HR operational efficiency.
4. Ensure the formulation, compliance supervision, and strict enforcement of all corporate HR policies, mitigating risks related to policy execution.
5. Manage labor relations: proactively adapt to local union agreements, address employee disputes or exceptional cases in collaboration with relevant departments, and maintain harmonious employer-employee relationships.
6. Provide regular reports on HR progress to the corporate headquarters, ensuring information synchronization and alignment with group-level HR strategies.
7. Fulfill other tasks assigned by direct supervisors or the corporate headquarters.

Reporting Line & Team Scope

  • Reporting Structure

: During the facility's construction phase, report directly to the Head of HR at Corporate Headquarters. In the future, after the facility is fully operational, the reporting line will transition to: direct report to the Brazil General Manager, and dotted-line report to the relevant HR function lead at Headquarters.
- Team Management

: Oversee a team of approximately 6-7 HR professionals (planned).

Qualifications & Requirements

  • Education

: Bachelor's degree or higher in Human Resources Management, Business Administration, or a related field.
- Language Proficiency

:

  1. Preferred: Fluent in
    Portuguese and Mandarin

(both verbal and written).
2. Secondary option: Fluent in
Portuguese and English

(both verbal and written).

  • Work Experience

:

  1. Minimum 5 years of comprehensive HR experience, with at least 3 years in
    manufacturing HR management

(preferably in companies with employees).
2. Preference for candidates with experience in the
electronics industry

(or similar high-tech manufacturing sectors).
3. Proven track record in
0-to-1 HR system establishment

(e.g., building HR frameworks from scratch for new facilities/teams).
4. Strong end-to-end recruitment expertise, with the ability to independently lead talent acquisition and team building.

  • Technical & Regulatory Knowledge

:

  1. In-depth understanding of
    Brazilian labor laws, local employment regulations, and union agreements

; ability to ensure HR practices fully comply with local requirements.
2. Hands-on experience in HRIS implementation (e.g., system launch, process mapping, data management); familiar with HR system operation workflows.
