Result of ServiceThe consultant will develop and deliver a Vessel Interdiction Course and a Law of the Sea (LoS) course for maritime authorities in Tripoli, Libya.These trainings will strengthen the capacity of maritime authorities to conduct interdiction operations in line with international standards and enhance their understanding and application of the Law of the Sea framework.Through these activities, participants will improve their operational skills, legal knowledge, and inter-agency coordination, which will contribute to more effective and legally compliant maritime law enforcement operations in Libya.Work LocationHome-based with travel to Kazakhstan and LibyaExpected duration1 November – 20 December ****Duties and ResponsibilitiesUnder the overall guidance of the UNODC GMCP Programme Officer of the project, the Consultant will perform the following specific tasks:1. Development and delivery of a Vessel Interdiction Course for maritime authorities.2. Development and delivery of a LoS course for maritime authorities in Tripoli, Libya.Qualifications/special skillsAn advanced university degree (master's degree or equivalent) in law, criminology, police administration or a similar field, focused on international maritime affairs, international security policy, criminal justice and/or the application of the law is required.A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.A minimum of seven (7) years of progressively responsible professional experience in the field of countering maritime crime and implementing law of the sea is required.Proven experience in legal research and analysis, proposals and/or training plans, and excellent drafting skills is required.Experience in moderating panel discussions and/or conferences is required.Proven experience in technical assistance in the subject matters outlined above to countries in the Global South and Asia is required.Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication are required.Good communication and interpersonal skills are desirable.Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable.Previous work experience with the UN or other International Organizations is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat.For this post, fluency in oral and written English is required.Knowledge of another official United Nations language is an advantage.Additional InformationNot available.No FeeTHE UNITED NATIONS DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS (APPLICATION, INTERVIEW MEETING, PROCESSING, OR TRAINING).THE UNITED NATIONS DOES NOT CONCERN ITSELF WITH INFORMATION ON APPLICANTS' BANK ACCOUNTS.
