**OBJECTIVE OF THE OFFICE**
PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub regional, regional, and global health agendas.
The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.
The incumbent will participate as a member of a multidisciplinary team which provides technical cooperation to the country in the areas of epidemiology and One Health, arboviruses and analytics.
The successful achievement of the program objectives requires close coordination with the Advisor, Health Emergencies and PWR, as well as with national collaborating centers and other national agencies and non-governmental organizations.
In performing his/her duties, the incumbent will follow the guidelines of the Organization's General Program of Work; the Country Cooperation Strategy (CCS), the Strategic Plan and its Biennial Work Plan (BWP) of the Organization; policy orientations; Millennium Development Goals (MDGs); mandates of the Governing Bodies; manuals, strategies and other directives regarding technical cooperation.
The incumbent will work in coordination and close collaboration with all relevant staff in the country office and national authorities.
**DESCRIPTION OF DUTIES**
Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Health Emergencies (PHE/BRA), the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:
a) Provide guidance to SUS on One Health-related matters to improve cooperation among authorities in Brazil and the Region, including the national multi-sectoral technical committee for One Health;
b) Support the development, implementation, monitoring and evaluation of national multi-sectoral strategies and plans for emerging zoonotic diseases with epidemic and pandemic potential; as well as planning for arboviral and other diseases;
c) Enhance national and subnational public health capacities, under the guidance of the Advisor, particularly concerning surveillance, preparedness, response, and recovery from risks and threats emerging from the human-animal-environment interaction, including arboviral diseases, and support associated trainings;
d) Support authorities and partner networks to strengthen preparedness, detection and response to emerging diseases in the Amazon-Darien Region and other biomes;
f) Support the development of One Health guidance (e.g. adaptation of Quadripartite aligned operational tools) and arboviruses, including MOSAIC, and guidance on health analytics and intelligence;
g) Support preparedness efforts for emerging zoonotic diseases, including contingency planning and simulation exercises in collaboration with the Advisor;
h) Increase early detection capabilities related to spillover events t, including event-based surveillance, expansion and strengthening of surveillance in wildlife, surveillance through technical support, using human and animal healthcare data and other approaches;
i) Support the implementation of emergency operations centers for epidemic and zoonotic threats for human and animal health (e.g Avian Influenza,), as well as dengue and other urban arboviruses;
j) Support intelligence processes through the implementation of advanced analytics and contribute to initiatives like syndromic surveillance using clinical data, with guidance from the Advisor, Health Emergencies;
k) Collaborate on international projects related to Health Emergencies and emerging diseases with national and subnational counterparts, with a focus on zoonotic disease outbreaks, epidemics and pandemics, managing all aspects of project reporting (e.g. Pandemic Fund);
l) Assist in designing, planning, implementation, and monitoring of Emergencies, Evidence and Health Intelligence projects funded by national or international voluntary contributions;
m) Collaborate in the preparation of the Country Office's Biennial Work Plan (BWP) and the execution of national technical cooperation related to Health Emergencies and Disaster and Implementation;
n) Provide technical support for the development, implementation, monitoring and evaluation of Special Projects and cooperation agreements with government entities (Ministry of Health, other Ministries and federal agencies/institution
