Consultant (Financing And Public Budgeting)

The Consultant will be responsible for the development and implementation of the technical content of the course "Financing and Public Budgeting", which will be delivered in the distance learning modality (synchronous virtual workshops) and elaborated based on the 2030 Agenda, the New Urban Agenda, and UN-Habitat mandate.
The course "Financing and Public Budgeting" along with the other courses that will be offered makes up for the second stage of this project and aims to enhance the municipal capacity for promoting sustainable urban development and supporting the collective construction of better cities for the present and future generations.
The course will be offered via an online platform with synchronous activities, and it is aimed particularly at public managers, decision-makers, stakeholders in general, and technical staff involved in the public policy cycle (formulation, implementation, and monitoring and evaluation).
The goals of this course are:
(i) to raise the participants and the public sector awareness about financing strategies for local level projects and programmes;
(ii) strengthen the participants knowledge about different types of governmental financial resource transfers to support the municipality's public spending, especially to reduce socio-spatial inequality;
(iii) raise the participants awareness on how public municipalities budget are structured and what kind of municipal tools and strategies can be applied towards urban development;
(iv) prepare the participants to identify financial partnerships and national/regional investment programs to reach the municipality development goals;
(v) improve the participants methods to find international financing opportunities and funds to support local projects;
(vi) empower the participant to identify recurring callings financing municipalities regarding urban planning, urban development, climate change, mobility, and related fields;
(vii) share local good practices based in partnership with national/international financing, funds or organizations, strengthening the awareness about the execution of these partnerships and opportunities; and
(viii) introduce good practices within the North-east region of Brazil regarding financing urban projects.
The Consultant (Financing and Public Budgeting) must, among other essential activities:
(i) define the didactic-pedagogical project of the course, including the syllabus, general and specific goals, methodology, structure and format, competencies, contents, and skills to be developed in each module;
(ii) elaborate the technical content of the didactic materials;
(iii) suggest additional didactic materials and guests, as needed; and
(iv) evaluate the knowledge acquired by the participants.
The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat office in Rio de Janeiro.

Background
The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all.
Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies.
UN-Habitat is implementing a project with UNDP (United Nations Development Programme) that aims to improve the integrated urban and territorial planning among the intermediary cities prioritized by SUDENE (Superintendence for the Development of the Northeast) based on the principles of the 2030 Agenda and the New Urban Agenda.
Through a partnership with UNDP and SUDENE to improve institutional and technical capacities of 52 cities on sustainable territorial and urban development, UN-Habitat is now setting up training modules for public sector capacity building in the 52 municipalities.
