Summary: Under the direction of the Superintendent of Operations and direct supervision of the Water Distribution Supervisor, is responsible for assisting in the monitoring of the domestic and recycled water distribution systems through direct field control devices and/or through the use of the computer-based telemetry control system.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position.

Water Systems Operator I:

  • Assist in maintaining all reservoir altitude control valves, slide indicators, and pressure reducing stations.
  • Assist in coordinating water shut-downs and start-ups of new facilities, also participates in special operational and maintenance projects.
  • Assist in the maintenance of equipment, including pumps, chlorinating equipment, telemetry, and motor-operated valves.
  • Actively participates in the District's routine reservoir inspection program and is responsible for draining and cleaning of the reservoirs.
  • Flushes main lines and takes chlorine samples at various points throughout the District.
  • Work varying shifts, nights, weekends, holidays, overtime and respond to call backs.
  • Respond to emergencies during and after work hours consistent with the Incident Command System (ICS), SEMS, and NIMS. Performs other duties as assigned.
  • Ability to successfully accomplish standard operating procedures as assigned by Supervisor.

Water Systems Operator II:

  • Assist in maintaining all reservoir altitude control valves, slide indicators, and pressure reducing stations.
  • Assist in coordinating water shut-downs and start-ups of new facilities, also participates in special operational and maintenance projects.
  • Assist in the maintenance of equipment, including pumps, chlorinating equipment, telemetry, and motor-operated valves.
  • Actively participates in the District's routine reservoir inspection program and is responsible for draining and cleaning of the reservoirs.
  • Flushes main lines and takes chlorine samples at various points throughout the District.
  • Work varying shifts, nights, weekends, holidays, overtime and respond to call backs.
  • Respond to emergencies during and after work hours consistent with ICS/SEMS/NIMS.
  • Ability to successfully accomplish standard operating procedures as assigned by supervisor.
  • Monitor the District's potable and recycled water systems taking corrective measures to ensure a continued efficient operation; records all reservoir levels, master meter readings, flows, and pressure reduction settings.
  • Responsible for maintaining all reservoir altitude control valves, slide indicators, pressure reducing stations, motor operated valves, takeout and flow control structures.
  • Initiate and maintain daily and monthly logs of flows, maintenance records, and reservoir records.
  • Train to operate the domestic water and recycled water distribution systems through the use of the computer based telemetry control, monitoring and alarm system, as well as by manual field control devices.
  • Coordinate with the Customer Service Department regarding water quality concerns and requests.
  • Responsible for documenting critical water system pressures.
  • Perform other duties as assigned.

Water Systems Operator III:

  • Assist in maintaining all reservoir altitude control valves, slide indicators, and pressure reducing stations.
  • Coordinate water shut-downs and start-ups of new facilities, also participates in special operational and maintenance projects.
  • Assist in the maintenance of equipment, including pumps, chlorinating equipment, telemetry, and motor-operated valves.
  • Actively participates in the District's routine reservoir inspection program and is responsible for draining and cleaning of the reservoirs.
  • Flushes main lines and takes chlorine samples at various points throughout the District.
  • Work varying shifts, nights, weekends, holidays, overtime, standby duty and respond to call backs.
  • Respond to emergencies during and after work hours consistent with ICS/SEMS/NIMS.
  • Ability to successfully accomplish standard operating procedures as assigned by supervisor.
  • Monitor the District's potable and recycled water systems taking corrective measures to ensure a continued efficient operation; records all reservoir levels, master meter readings, flows, and pressure reduction settings.
  • Initiate and maintain daily and monthly logs of flows, maintenance records, and reservoir records.
  • As required by the SWRCB, act as a Shift Operator to operate the domestic water and recycled water distribution systems through the use of the computer based telemetry control, monitoring and alarm system, as well as by manual field control devices, within six (6) months of job placement.
  • Coordinate with the Customer Service Department regarding water quality concerns and requests.
  • Responsible for documenting critical water system pressures.
  • Must be able to perform or design a plan for a system-wide shutdown.
  • Train and mentor Water System Operator I and II.
  • Respond to water quality work orders and interact with District customers.
  • Responsible for water quality and maintenance of the reservoir management systems, including pumps, chlorinating, and injection equipment.
  • Perform other duties as assigned.

Qualifications

  • Water Systems Operator I: Any combination of education and experience that would likely provide the required KSAs. Typical qualifications include: High school diploma or equivalent; valid California driver's license and safe driving record; SWRCB Grade D1 Water Distribution Certificate; Cla-Valve/Singer Valve Training or ability to obtain within 18 months; ability to follow directions.
  • Water Systems Operator II: High school diploma or equivalent; valid CA driver's license; SWRCB Grade D2 Water Distribution Certificate; ability to obtain SWRCB Grade T1 within 18 months; D3 certification for standby duties within 24 months; Cla-Valve/Singer Valve Training or ability to obtain within 18 months; ability to initiate work activities with minimal direction.
  • Water Systems Operator III: High school diploma or equivalent; valid CA driver's license; SWRCB Grade D3 Water Distribution Certificate and SWRCB Grade T1 Water Treatment Certificate; Cla-Valve/Singer Valve Training; ability to initiate work activities with minimal direction.

Physical Qualifications

Position requires the ability to work in a field maintenance environment with the ability to carry, push, pull, reach, and lift equipment and parts weighing up to 80 pounds. Must be able to stoop, kneel, crouch, crawl, and climb during field maintenance and repair work. Must be able to stand and walk for extended time periods. Must have hearing, vision, and eye-hand coordination sufficient to operate equipment and maintain good awareness during maintenance and repair jobs. Must be able to work in an environment that could produce exposure to dust, dirt, chemicals such as chlorine, chloramine, calcium hypochlorite, sodium thiosulfate, ammonia, and significant temperature changes.
