For every child, the right to the best start to life. UNICEF Montenegro is organizing with the Ministry of Health of Montenegro a two-day conference on home visiting and family support. The conference will bring together national and international experts, practitioners, and policymakers to share evidence, discuss models, and identify ways to enhance support for parents and caregivers across Montenegro. The event will feature findings from the Maturity Model Assessment and will explore inclusive approaches for families with children who develop differently, including the PORI model and related programs. The conference is expected to take place in late October or early November in Podgorica, venue to be defined.

How you can make a difference: provide technical and logistical support for the preparation, implementation, and follow-up of the conference under the supervision of the UNICEF ECD Officer.

• Draft technical and administrative materials related to the conference in consultation with relevant UNICEF Montenegro staff
• Finalize the preliminary list of invitees and disseminate invitations
• Set up registration link and prepare final participants lists
• Coordinate logistical and technical requirements with UNICEF CO staff (ECD, Communications, Procurement & Administrative staff)
• Prepare conference materials (agenda, presentations, participants list, other materials)
• Draft/prepare communication materials (speeches, talking points, social media posts, media advisories, press releases, website article) with UNICEF Communications
• Prepare participants' kits with necessary stationery
• Communicate with speakers about travel, agenda, and materials; collect presentations
• Provide translators/interpreters with materials and ensure translation quality
• Arrange venue, technical equipment, seating, banners, signage, and visibility materials
• Organize display area for publications and partner materials and a conference secretariat room
• Ensure venue arrangements meet agreed requirements
• Prepare multimedia support (presentations, sound, photos, visibility materials) in collaboration with UNICEF teams
• Manage reception/registration desk
• Prepare written/audio-visual/image documentation, including conference report and photographs
• Participate in meetings related to conference preparation and implementation

• Dissemination of invitations — Tentatively 3 weeks before the conference
• List of registered participants — Tentatively 1 week before the conference
• Preparation of conference materials — Tentatively 1 week before the conference
• Communication materials prepared — Tentatively 1 week total
• Conference report — Tentatively 2 weeks after the conference
• Final consultancy report — 30 November 2025

• A Bachelor university degree in Social Sciences, Communications, or a related field

• Good understanding of ECD and UNICEF programs is an advantage
• At least five years of experience organizing national technical consultations/workshops/conferences with at least 100 participants
• Experience in organizing panel discussions, seminars, and workshops with event technology (LED screens, audio/lighting)
• Proven experience with government authorities, NGOs, and CSOs
• Previous work with UNICEF or other UN agencies in event management is an added advantage

• Fluency in Montenegrin and English required

• Ability to work with diverse stakeholders; strong sense of responsibility and discretion; integrity and ethics; sensitivity to culture, gender, religion, race, nationality and age

Payments are made upon successful completion of deliverables and submission of invoices: 60% on submission of conference materials and 40% on final consultancy report. UNICEF reserves the right to withhold all or part of payment for unsatisfactory performance or delayed outputs. Consultants must complete required online courses and other prerequisites before/during/after the contract as specified by UNICEF. Background checks and adherence to UNICEF policies apply. Travel and other costs are governed by UNICEF financial rules.
