">About the Role:

The role of a Senior Parliamentary Liaison Specialist is to design, coordinate, and implement liaison and outreach strategy for the Parliamentary Observatory on Climate Change and Just Transition (OPCC). The primary objective is to strengthen interparliamentary cooperation and expand participation among Latin American and Caribbean countries.

Key Responsibilities:
  1. Develop/design, coordinate, implement, monitor, review, and assess the liaison and outreach strategy of the OPCC.
  2. Lead, coordinate, arrange, and liaise OPCC meetings, workshops, and events.
  3. Identify thematic interests of OPCC participants, draft agendas, and seek agreement on concepts.
  4. Promote the construction of effective legislative frameworks for a just transition to sustainable and low-carbon economies.
Methodology and Requirements:

The consultant will employ a comprehensive approach to achieve the objectives. This includes:

  • Background research: OPCC history, goals, and motivations.
  • Objectives definition: Clearly state liaison objectives, focusing on strengthening collaborating relationships and fostering interparliamentary cooperation.
  • Target groups identification: Parliamentarians and their staff, including OPCC participants and priority countries/parliamentarians.
  • Liaison and outreach activities: Design tasks to engage Latin American and Caribbean countries in OPCC activities.
Work Environment and Duration:

This project requires collaboration with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and the Open Society Foundations (OSF).
