Procurement and Logistics Specialist

The USAID Iraq Together project seeks a highly skilled Procurement and Logistics Specialist to lead the technical and operational procurement processes in coordination with the Operations Director and their team. The successful candidate will be responsible for ensuring quality standards are met, all procurements are cost-effective and compliant with USAID rules and regulations, Chemonics policies and procedures, and Iraqi government laws.

This role oversees the full procurement cycle, including support to the program teams as required, and leads the logistical operations of the project activities and office facilities. This position is open to Iraqi nationals residing in Baghdad, Iraq.

  • The Procurement and Logistics Specialist will preserve the integrity of the procurement process, drafting project procurement documents including all solicitations, negotiation memos, consents to subcontract, and applicable waivers.
  • Maintaining organized and concise procurement files that document project compliance with USAID rules and regulations, Chemonics policies and procedures, as well as local, third country, or US government rules that affect the procurement process.
  • Providing guidance to technical and operational staff on procurement/compliance policies, in particular those contained in FAR, CFR, ADS, and AIDAR regulating procurement.
  • Enforcing clear and transparent procurement procedures.
  • Working directly with local, regional, or international vendors and service providers to obtain quotations and/or to conduct procurements of commodities or services.
  • Monitoring contracts and purchase orders and conducting follow-up as necessary to ensure compliance with terms and conditions.
  • Compiling all required documentation to facilitate payment requests.
  • Organizing and participating in internal evaluation committees.
  • Monitoring for any procurement-related conflict of interest and ensuring the project's procurement process is open and transparent.
  • Working with project leadership to answer any questions or provide USAID with any requested information about project procurements.

To be considered for this role, applicants must have a Bachelor's degree in a relevant field and at least three (3) years of experience in procurement, subcontracts, and grants. Experience working for USAID or other donor-funded projects is strongly preferred.

A strong understanding of procurement procedures of international organizations is essential, along with excellent organizational, management, and administrative skills. The ability to work efficiently and respectfully with a diverse group of people is also critical.

Proficiency in Microsoft Office, particularly Excel, Word, SharePoint, and Outlook, is required. Demonstrated leadership, versatility, and integrity are also essential qualities for success in this role.

The ideal candidate will be proficient in written and oral Arabic and English, and may also possess fluency in Kurdish and other local languages.
