Job Summary

The Logistics Officer will support the delivery of all logistics-related activities in the field during an emergency response, including supporting local procurement, stock management, fleet management, and infrastructure setup/demobilization.

Main Responsibilities
  • General Duties:
    • Maintains all logistics trackers during emergency response
    • Represents the organization to local suppliers
    • Ensures that all maintenance on supplies are carried out on a regular basis
    • Supports the activities of the Logistics Coordinator and Logistics Managers related to customs clearance, shipping/transportation, warehouse management, fleet management, and infrastructure.
    • Provides logistics support to the finance and programs team in compliance with International Medical Corps' standard procedures
    • Manages International Medical Corps' logistics documentation as needed per procedures
  • Procurement:
    • Working on small and high value procurements that need HQ approval;
    • Buying items within local market for Program needs;
    • Conducting Market Survey for new categories (if needed) and for previously determined ones to assess the current situation.
    • Interfaces with all International Medical Corps' personnel authorized to issue Purchase requests and supports the completion of the procurement plan
    • Update Procurement Plan on weekly basis
    • Maintain online systems PTS, Vendor Catalogue and VRT
    • Maintain SharePoint (OneDrive) file and folders up to date, backup all Procurement Documentation accordingly.
  • Asset Management:
    • Maintain the Asset List and provide Asset Management training if needed;
    • Update asset and handover lists regularly
    • Support the management of supplies and equipment including receiving of air freight or trucking, inventorying, warehousing, and distribution Follow procedures for the effective tracking of all equipment and supplies
    • Follow stock management process including documentation, reporting and control procedures to ensure proper maintenance and to verify periodically for auditing purposes
  • Fleet Management:
    • Coordinate with the Drivers on any travel arrangements and reservations needed;
    • Arrange daily staff movement and utilize usage to be cost effective;
    • Ensure that all staff movements delivered without problems and drivers utilized accordingly;
    • Ensure WO match the drivers' logbook;
    • Follow and arrange accommodation needs for International staff.
  • Reporting:
    • Compile and submit Field Site Monthly Quarterly Logistics Reports to Logistics Coordinator
    • Maintain the online systems we have to support our logistics processes
    • Coordinate timely and accurate reporting according to International Medical Corps and donor standards
  • Policy Adherence:
    • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
    • Adhere to the Code of Conduct, maintain humanitarian principles and respect international humanitarian law at all times.
Requirements
  • MINIMUM QUALIFICATIONS
    • Typically, a Bachelor's degree in Humanitarian Logistics, Supply Chain Management, International transport, business trade, or Humanitarian Supply Chain Management.
    • Typically, 3+ years of relevant experience in logistics within the field of supply chain management.
    • Required previous field deployments; including at least three humanitarian emergency deployments and four international deployments; for a minimum of six weeks in length.
    • Demonstrated experience and understanding of International Medical Corps logistics management practices and procedures preferred.
    • Experience with donor specific procedures.
    • Experience preparing budget and accurate reports.
    • Demonstrated ability to resolve operational critical challenges as they arise.
    • Organizational and problem-solving skills with analytic approach.
    • Strong negotiation, interpersonal and organization skills.
    • Fluency in written and spoken English is required; Fluency in Spanish, French, Arabic is desirable.
Additional Technical or Language Requirements

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions.
