Develop, provide technical and administrative direction on all HSEQA decisions that are critically important to overall company objectives, operations, and profitability.
Take the lead in coaching and mentoring stakeholders on HSE strategies and activities that foster a safety-focused culture.
Be accountable for implementing HSE governance processes, including audits, incident investigations, and management reviews.
Ensure environmental, health, quality, and safety targets are well documented at relevant functions and levels.
Establish annual goals and objectives, motivating ship and shore staff to achieve them.
These objectives should be measurable where practicable and aligned with the company HSE policy.
Conduct annual reviews of company objectives and targets, providing input to Group HSEQA.
Promote and sustain a high level of HSE culture among vessels and shore teams, consistent with company values and industry best practices.
Develop, implement, and maintain project-specific Health, Safety, Security, and Environment plans and related documents as required by contract.
Perform internal audits (ISM, ISPS, ISO) on vessels and in the office according to management system requirements and client/charterer specifications.
Lead risk assessments and HAZID workshops for project HSE requirements.
Lead and participate in accident/incident investigations and nonconformity analyses.
Champion HSE initiatives and campaigns onboard and ashore.
Maintain vessel and office HSE records to ensure compliance.
Support Group HSEQA with training, audits, and inspections onboard and ashore.
Develop and implement in-house safety training programs across all departments.
Join vessels for short voyages to conduct audits, inspections, or training, promoting safety culture onboard.
Be deployable for short-term overseas shore or vessel postings.
Serve as the focal point for all HSE matters related to Petrobras contracts and projects.
Keep up-to-date with Brazilian HSE regulations (e.g., applicable NRs) and ensure their implementation across operational areas.
Support emergency response planning, drills, and coordination with Petrobras and local authorities.
Qualifications and Experience
Deck Officer or offshore experience, or background in Safety Engineering, HSEQ Management, or related areas.
Preferably with sailing experience and holding a Certificate of Competency of Deck/Engine.
Recognition of substantial experience may substitute formal qualifications.
Internal auditor certification for ISM, ISPS, MLC, ISO 9001/14001/45001.
Experience in risk assessment and incident investigation.
Knowledge of human factors in safety and vessel performance improvement.
Good to Have
Knowledge of marine/offshore operations, project HSE management, relevant legislation, and class rules.
Experience in shipboard management, health, safety, and environmental protection.
Over 8 years of offshore HSE project execution experience.
Proven experience with Petrobras projects and familiarity with their documentation and HSE interface requirements.
Experience with MODU Code is preferred.
Personal Skills
Safety conscious, positive, assertive, conscientious, and able to work well with all personnel levels.
Strong communication skills, innovative, proactive, with good presentation abilities.
