Administrative and Technical Assistance Facility

Administrative and Technical Assistance Facility - Reference: ATA 2025. Call for expression of interest for multiple expert lots to provide services to the Delegation of the European Union to Montenegro. The sub-lists of experts will be valid for four years from the dispatch of this notice. During the validity of the sub-lists, a contract for up to €15,000 may be signed through a very low value negotiated procedure with at least 1 candidate (€1,000.01 - €15,000).

In case of a high number of candidates, only a limited number of top-ranked candidates will be invited to submit an offer in the negotiated procedure. Indicative start dates, durations and contract values are indicated under each expert profile below.

• Lot 1 - Democracy and Rule of Law
  Requirements: University degree (minimum three years) in law; at least 3 years, preferably 5 years of professional experience in legal research, analysis and report drafting. Skills: strong knowledge of EU policies regarding Electoral reform, Democracy, Government and Rule of Law (incl. Judiciary, Anti-Corruption, Fundamental Rights); familiarity with the EU accession process/Negotiations; excellent reporting and drafting skills. Language: excellent Montenegrin and English. Indicative start date: 01/10/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 2 - Public Administration Reform (PAR)
  Requirements: University degree (minimum three years), preferably in political science or public administration. Experience: at least 5 but preferably 8 years in working with public administration; at least 5 years in monitoring and evaluating relevance and credibility of PAR reform programmes; experience in assessing achievement of indicators. Language: fluent in local language and English. Indicative start date: 01/11/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 3 - Public Finance Management (PFM)
  Requirements: University degree; at least 5 years of experience in good governance (public finance management). Skills: knowledge of PFM developments in Montenegro; experience in monitoring and evaluating PFM reforms. Language: English. Indicative start date: 11/2025. Duration: 11 months. Maximum contract value: €15,000.
• Lot 4 - Competition and State Aid
  Requirements: University degree; at least 5 years of experience in competition/state aid. Language: English. Indicative start date: 11/2025. Duration: 11 months. Maximum contract value: €6,000.
• Lot 5 - Data collection and encoding of EU financial assistance (2 experts)
  Requirements: University degree; at least 3 years of relevant experience related to visibility, communication and/or data collection; ability to transform complex technical language into accessible texts. Language: English. Indicative start date: 10/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 6 - IT expert
  Requirements: University degree (IT/sciences or electrical engineering); at least 7 years in IT, with minimum 3 years developing IT systems for public administration; experience drafting technical specifications for tenders. Language: English; Montenegrin asset. Indicative start date: 10/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 7 - Monitoring of human rights and civil society grants/sub-grants (2 experts)
  Requirements: University degree; at least 2 years, preferably 5 years in monitoring and evaluation of projects. Language: English. Indicative start date: 12/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 8 – Chapter 27 – Environment and climate change
  Requirements: University degree; at least 7 years general work experience, with at least 3 years in environmental protection (policies/implementation/monitoring). Skills: knowledge of environmental protection developments in Montenegro; strong data collection and drafting skills. Language: English. Indicative start date: as soon as practicable. Duration: 12 months. Maximum contract value: €15,000.
• Lot 9 – Reform and Growth Facility (2 experts)
  Requirements: University degree; at least 3 years in stakeholder engagement and coordination; experience in monitoring reform processes (Reform and Growth Facility and internal market-related accession negotiations). Language: English. Indicative start date: as soon as practicable. Duration: 12 months. Maximum contract value: €15,000 per contract.
• Lot 10 – Administrative Support and data collection
  Requirements: University degree; minimum 3 years of experience related to administrative support, data collection, organizing meetings and follow-up. Skills: EU policies and project implementation; IT literacy (Word, Excel, PowerPoint, Internet). Language: English. Indicative start date: 10/2025. Duration: 12 months. Maximum contract value: €15,000.
• Lot 11 - Education, Employment and Social Policies
  Requirements: University degree; at least 10 years, preferably 5 years in policy development and/or implementation in the areas above. Language: English. Indicative start date: as soon as practicable. Duration: 12 months. Maximum contract value: €15,000.
