About Us: Ocean Energy Pathway (OEP) is a not-for-profit organisation on a mission to accelerate the global clean energy transition by unlocking the immense potential of offshore wind power. We do that by delivering programmes in new markets that build effective collaboration, engage and educate key stakeholders, and offer structured technical assistance to support governments, industry, and civil society to fast-track the deployment of sustainable offshore wind projects.
Role Overview: The Country Head (Brazil) is a high-impact role where you will shape our strategy and be the lead spokesperson in Brazil. The Country Head will be at the forefront of shaping the strategic direction and vision for OEP in Brazil. You will represent OEP in various high-profile settings and in speaking engagements; bridging the voice between industry and civil society.
You will hold a comprehensive portfolio encompassing strategy, external relations, and project management. As part of a multidisciplinary global team, you will take on diverse tasks and responsibilities in projects of varied complexity and scale.
Reports to: You will report to OEP’s Executive Director and work closely with the Strategy and Programmes teams at OEP.
Key Responsibilities
1. Strategic Planning
- Lead the design of OEP’s Brazil country strategy, in collaboration with the Global Strategy and Programmes Directors. This includes creating a comprehensive stakeholder engagement and mapping strategy and working within OEP’s strategic framework.
- Curate an expert understanding of Brazilian geopolitical, political, regulatory, and industry trends and translate them into relevant insight for growing the offshore wind sector.
2. Project Management and Delivery
- Lead the design and management of several in-country projects, including designing budgets, outcomes, outputs, and the measurement and reporting strategy, working closely with OEP’s Operations team.
- Manage and oversee additional staff and contractors as required.
3. Government Relations
- Build a comprehensive and impactful government engagement strategy, including by leveraging existing networks and building and maintaining relationships with all orders of government.
- As the government is working on measures to scale-up the industry, support government officials by leveraging and contributing to OEP’s suite of technical assistance and advisory services.
- Maintain a constant review of the national and local policy landscape related to offshore wind and broader files (such as energy, environment, industrial growth, labour, maritime, etc.), incorporating analysis into OEP’s strategy and identifying emerging issues and opportunities.
4. Stakeholder / external relations
- Work closely with our partners and local organisations, including industry, and other essential stakeholders in civil society such as nature and ocean conservation groups, to inform both strategy and delivery.
- Build strategic partnerships and alliances, considering sectors outside of offshore wind.
- Represent OEP and contribute to market development activities such as by contributing to external forums, representing the organisation in conferences and meetings, etc.
Requirements
- Significant travel across Brazil will be required and some travel internationally especially within the LATAM region.
- 10+ years of professional experience, with some familiarity in energy, climate/conservation, international affairs/diplomacy, government, or philanthropy.
- Strong experience in managing external projects, delivered by external stakeholders
- Demonstrable experience with advocacy, government affairs, public relations, or regulated entities.
- Native language skills in Portugese and advanced written and verbal communications skills in English.
Preferred Skills / Beneficial Attributes
- Expertise in offshore wind is not necessarily required and you will be provided opportunities to learn and gain expertise in the sector. However experience in the energy/climate/infrastructure sphere is strongly welcomed.

Principais responsabilidades
1. Planejamento Estratégico
- Liderar a concepção da estratégia nacional da OEP para o Brasil, em colaboração com os Diretores de Estratégia e Programas Globais. Isto inclui a criação de uma estratégia abrangente de envolvimento e mapeamento das partes interessadas e o trabalho dentro da estrutura estratégica da OEP.
- Organizar uma compreensão especializada das tendências geopolíticas, políticas, regulatórias e industriais brasileiras e traduzi-las em insights relevantes para o crescimento do setor eólico offshore.
2. Gerenciamento e entrega de projetos
- Liderar a concepção e gestão de vários projetos nacionais, incluindo a elaboração de orçamentos, resultados, produtos e a estratégia de medição e relatórios, trabalhando em estreita colaboração com a equipe de Operações da OEP.
- Gerenciar e supervisionar funcionários e contratados adicionais, conforme necessário.
3. Relações Governamentais
- Construir uma estratégia de envolvimento governamental abrangente e impactante, inclusive aproveitando as redes existentes e construindo e mantendo relacionamentos com todas as ordens governamentais.
- À medida que o governo trabalha em medidas para expandir a indústria, apoiar os funcionários do governo aproveitando e contribuindo com a gama de serviços de assistência técnica e consultoria da OEP.
- Manter uma revisão constante do cenário de políticas nacionais e locais relacionadas à energia eólica offshore e e outros temas mais amplos (como energia, meio ambiente, crescimento industrial, trabalho, setor marítimo, etc.), incorporando análises nas estratégias da OEP e identificando questões emergentes e oportunidades.
4. Stakeholders / relações externas
- Trabalhar em estreita colaboração com os nossos parceiros e organizações locais, incluindo a indústria, e outros stakeholders essenciais da sociedade civil, tais como grupos de conservação da natureza e dos oceanos, para informar tanto a estratégia como a execução.
- Construir alianças estratégicas e parcerias, considerando setores fora da energia eólica offshore.
- Representar a OEP e contribuir para atividades de desenvolvimento de mercado, como participar de fóruns externos, representar a organização em conferências e reuniões, etc.
Requisitos
- Será necessário viajar significativamente por todo o Brasil, com algumas viagens internacionais e dentro da região da América Latina.
- Mais de 10 anos de experiência profissional, com alguma familiaridade em energia, clima/conservação, assuntos internacionais/diplomacia, governo ou filantropia.
- Grande experiência na gestão de projetos externos, entregues por stakeholders externos
- Experiência demonstrável com advocacia, assuntos governamentais, relações públicas ou entidades regulamentadas.
- Habilidades na língua nativa em português e habilidades avançadas de comunicação escrita e verbal em inglês.
Habilidades preferidas / atributos favoráveis
- A experiência em energia eólica offshore não é necessariamente exigida e você terá oportunidades de aprender e adquirir experiência no setor. Contudo, a experiência nas áreas de energia, clima e/ou infraestruturas é fortemente bem-vinda.
