Overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS.

As part of the People and Workforce Development function's leadership team this post will act as the professional lead for Organisational Development (OD), Learning and development and Inclusion, providing strategic leadership, expert advice, and direction across these key areas to support the organisation's culture, capability, and equity ambitions.

We are looking for candidates who have significant experience of developing, implementing and evaluating people and workforce development programmes along with leading and embedding inclusivity. If you have the relevant significant experience alongside professional qualifications in Learning and development/ Organisational Development/ leadership and management alongside evidence of on-going CPD to maintain up to date practice we would encourage you to apply.

We have offices based in Coventry, Newcastle and London; we offer flexible and home-based working and there is some travel to our offices in Coventry and London required.

Job responsibilities
  • Oversee the development of employee voice and engagement groups such as the People Engagement Group, EDI Group and Mental Health Working Group, aligning with the organisational and people strategies and plans.
  • Ensure compliance with the public sector equality duty.
  • Support the Head of People and Workforce Development to increase matrix working, collaboration, data and intelligence sharing across the team to maximise effectiveness and impact.
  • Support policy development work led by the HR Business partner using diagnostic work and workforce data to embed inclusivity and culture change.
  • Develop workforce skills analysis and associated development plans with Heads of Service across the organisation.
  • Provide consultancy and expert support to Heads of Service and teams, increasing capability, resilience and adaptability to change, or facilitate improvements in performance and engagement.
  • Audit, analyse and evaluate the impact of OD and Culture interventions, disseminate learning and spread good practice.
  • Audit organisational climate using surveys and feedback methods; design OD interventions to create sustainable culture and behaviour change.
  • Commission, analyse a variety of data sources to identify trends, inclusivity insights and future organisational needs; develop solutions to meet those needs.
  • Lead and be accountable for planning, oversight and delivery of the function in learning, inclusivity and organisation and workforce development.

Person Specification

Knowledge and Experience – Essential

  • Significant knowledge and experience of developing, implementing and evaluating people and workforce development programmes using a variety of methodologies, including occasional delivery of L&D training as required.
  • Experience of organisational development and leading and embedding inclusivity.
  • Experience of developing and embedding ROI practices for learning and evaluation and reporting on organisational development initiatives.
  • Experience of developing and embedding talent and career management and aligning with wider workforce planning.
  • Experience of embedding a learning culture.
  • Experience of drafting a range of material including presentations, learning materials and communications for diverse audiences.
  • Extensive people management and leadership experience with knowledge of management and leadership practices.
  • Experience of producing high level reports for Senior Management Team and Board level.
  • Knowledge of project management and delivering diverse complex projects.
  • High levels of negotiation and influencing skills; strategic thinker with autonomy.

Specialist Knowledge – Essential

  • Knowledge and experience across a wide range of OD areas including leadership, equity, diversity and inclusion, wellbeing and mental health, people engagement, talent management and workforce planning.
  • Knowledge of evidence-based approaches to learning and delivery including blended learning, action learning, and digital learning.
  • Practical knowledge of L&D/OD tools that support organisational and individual improvement.
  • Experience developing or commissioning research programmes to inform future development.

Qualifications – Essential

  • Degree or significant equivalent experience in a related subject.
  • Relevant professional qualifications in Learning and Development/Organisational Development/Leadership and Management with ongoing CPD.

Desirable

  • Post-graduate level or equivalent in a relevant field.
  • Member of CIPD or other relevant professional body.
  • Project management training.
