Seasonal Contract Opportunity: This position supports the National Science Foundation's United States Antarctic Program under the Antarctic Support Contract (ASC). The Site Construction Manager oversees Facilities trades personnel involved in construction and installation projects, ensuring effective coordination with various departments, contributing to project planning, and executing project implementation.

Key Responsibilities:

  1. Direct and manage the activities of Facilities Trades personnel concerning construction and installation initiatives, as well as the upkeep of remote research support facilities.
  2. Oversee and engage in hands-on activities related to construction and installation projects, adhering to established project plans, specifications, and timelines.
  3. Conduct material take-offs, project planning, coordination, and scheduling.
  4. Develop project schedules, progress reports, and completion documentation in electronic formats as necessary.
  5. Provide regular updates to the Construction Manager regarding project statuses and other relevant activities.
  6. Assist in formulating plans and schedules for maintenance and construction endeavors.
  7. Coordinate labor and material requirements with Facilities work centers, other departments, and project coordinators.
  8. Monitor project advancement against established schedules and make necessary updates at designated intervals.
  9. Identify and recommend design and specification modifications prior to construction commencement.
  10. May oversee and execute all facets of field camp construction, maintenance, and upgrades, collaborating closely with all trades involved.
  11. Engage in construction-related tasks in undeveloped and remote areas, often under challenging conditions.
  12. Maintain and update departmental inventory records and track material usage.
  13. Create as-built drawings during and post-construction for reference.
  14. Facilitate various projects through the development and application of design drawings and specifications.
  15. Perform physically demanding tasks including heavy lifting, pushing, pulling, digging, hauling, standing, walking, kneeling, stooping, and squatting.
  16. Ensure effective communication across departments and represent the department at operational meetings as required.
  17. Assist in ensuring accurate material and labor charge code usage, along with precise timecard submissions.
  18. Engage with the National Science Foundation, military, and other agency officials, both via telephone and in person.
  19. Document hours worked, tasks performed, materials utilized, and processes involved accurately and thoroughly.
  20. Inform supervisors about job progress, material/labor needs, and personnel issues.
  21. Complete tasks using design drawings, specifications, and diagrams.
  22. Adhere to established Standard Operating Procedures (SOPs), suggest revisions as necessary, and create SOPs as directed.
  23. Perform outdoor tasks in environmentally challenging conditions, including extreme cold and wind.
  24. Utilize independent judgment to identify potential issues and solve problems proactively.
  25. Identify and communicate any unsafe conditions, hazards, or code violations effectively.
  26. Collaborate with other departments to plan and execute tasks efficiently.
  27. Learn and effectively use computer-based labor, material, and maintenance tracking applications.
  28. May deploy to remote research support facilities for short or extended durations.
  29. Assess labor and material requirements for tasks and delegate duties to subordinate staff as appropriate.
  30. Interpret schedules, design drawings, specifications, and diagrams to execute tasks.
  31. Regularly inspect worksites and evaluate staff tasking.
  32. Ensure staff attendance at required training sessions and maintain training records.
  33. Evaluate and communicate job hazards to staff through various channels, including weekly and daily crew meetings.
  34. Provide timely performance feedback to staff and submit end-of-season evaluations to Human Resources.
  35. Offer suggestions regarding re-hiring, termination, and advancement of staff.
  36. Collaborate with Human Resources to address conflicts or personnel issues as they arise.
  37. Handle confidential matters in accordance with management policy and with utmost professionalism.
  38. Communicate effectively, both orally and in writing, with subordinates to relay necessary information for job success.
  39. Assist in ordering resupply materials to maintain adequate inventory levels.
  40. Review and approve employee timesheets and work orders.
  41. Occasionally collaborate with other station personnel to complete tasks or assist other trades or departments.
  42. Comply with all Environmental, Safety and Health (ESH), Waste Management, and Quality Assurance requirements.
  43. Implement and uphold the Work Center Safety Program and participate in safety objectives.
  44. Engage in community programs such as station clean-up and recycling efforts.
  45. Perform additional duties as required.

Required Qualifications:

  1. High School diploma or equivalent.
  2. A minimum of four years of relevant construction supervision experience.
  3. Experience supervising craft foremen and craftsmen.
  4. Proficiency in project planning, scheduling, and cost estimation.
  5. Experience in the construction and maintenance of commercial and/or industrial facilities.

Essential Skills and Competencies:

  1. Ability to read and interpret design drawings, specifications, and diagrams.
  2. Intermediate computer skills, particularly with MS Office Suite (Word, Excel, Outlook).
  3. Willingness to learn and effectively utilize computer-based labor, inventory, and maintenance tracking applications.
  4. Possess the competencies and willingness to perform the duties of the position.

Preferred Qualifications:

  1. Prior experience in Polar programs.
  2. Experience working in remote locations or extreme environments.
  3. Familiarity with design or engineering software such as Visio or AutoCAD.
  4. Experience with Computerized Maintenance Management Systems like Maximo.

Physical and Other Requirements:

  1. Willingness to deploy to Antarctica for extended periods.
  2. Successful completion of Medical and Dental examinations required for deployment.
  3. Successful completion of drug screening and background checks.
  4. Must be able to lift and move items up to safety regulation maximums.
  5. Ability to perform physical activities, including heavy lifting and outdoor work in extreme cold.
  6. Participation in community programs is expected.
  7. Valid U.S. Driver's License.
  8. Must obtain and maintain facility credentials/authorization.
