Technical Guidance Specialist for Social Assistance Benefits and Emergency Response

The COVID-19 pandemic and recent extreme events in the Amazon region and Rio Grande do Sul have highlighted the need for social protection systems to adapt quickly to emergencies. In Brazil, the Unified Social Assistance System (SUAS) plays a crucial role in providing support to vulnerable families during socio-environmental shocks.
UNICEF has been working with governments at national and subnational levels to increase the shock-responsiveness of SUAS. This includes developing technical guides to support municipalities in preparing for and responding to emergencies. The document "CRAS in emergencies: guidelines and orientations for preparedness and Contributions to adapt SUAS services to emergencies" is an example of this effort.
To further enhance the emergency response capacity of SUAS, UNICEF will develop additional technical guidance on social assistance benefits and cash transfer programs. This will be done in partnership with the National Secretariat of Social Assistance (SNAS) and the National Secretariat of Citizenship Income (SENARC).
The successful candidate will have expertise in developing technical guidance materials and experience working with SUAS in emergencies. They will also have advanced knowledge of the Brazilian social protection system and proven experience in project management.
The consultant will work closely with the SNAS and SENARC technical teams to develop the technical guidance. They will participate in workshops to collect contributions from key actors and ensure the guidance reflects diverse inputs.
