Monitoring, Evaluation and Learning Specialist

**Summary of Role**:
Bixal seeks a Monitoring and Evaluation and Learning (MEL) Specialist for an anticipated five-year monitoring, evaluation and learning contract for USAID/Sri Lanka and Maldives. The MEL Specialist will be responsible for leading and managing the technical work related to performance monitoring and evaluation, and conducting evaluability assessments, evaluation synthesis under this contract. The MEL Specialist will provide expert-level support and advice on MEL assignments and have a deep understanding of the USAID portfolio of investment in Sri Lanka and Maldives. They will be an excellent writer and public speaker and able to synthesize qualitative or quantitative data with a high level of quality. A mid
- or senior-level professional that can provide technical oversight on all types of MEL deliverables. They are solution-oriented, resourceful, engaged, and able to work closely with and advise USAID. They are a leader who wants to help improve how development is delivered and are passionate about data and learning. This is a full-time proposal position contingent on contract award.

**Location**:
Colombo, Sri Lanka

**Responsibilities**:

- Leading and managing the performance monitoring and evaluation technical work, conducting evaluability assessments, evaluation synthesis and analyses.
- Design and conduct evaluations, analyses, assessments, and studies to meet the Mission’s need for learning and evidence-based programmatic decision making.
- Lead the development of effective monitoring tools including adoption of digital and virtual tools and geographic information system (GIS) technologies for monitoring performance at the project and activity levels.
- Conduct Data Quality Analyses in accordance with USAID ADS 201.
- Oversee the review of project-level M&E plans, and work to ensure the quality and utility of performance monitoring data.
- Participate in the design and delivery of training on MEL to Mission staff and partners, as appropriate on latest performance management and monitoring and evaluation techniques including complexity aware monitoring approaches and on remote monitoring and data collection.
- Collaborate in the development of the workplan, inception report, facilitation guide or evaluation design as required
- Participate in data collection and the production of field notes for interviews
- Work as a solution-oriented team member
- Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums.

**Qualifications**:

- Bachelor's degree in a relevant field (e.g., international development, economics, public policy, finance etc.).
- Minimum of 10 years of relevant experience in monitoring, evaluation, and learning with a focus on performance monitoring, evaluations and assessments.
- Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices.
- Experience working on USAID-funded MEL projects.
- Experience providing capacity building on monitoring, evaluation, learning, and adaptive management.
- Strong written and verbal communication skills in English.
- Superior organizational skills and attention to detail.
- Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence.
- Strong familiarity with USAID’s Evaluation Policy and related guidance on monitoring, evaluation, and learning and Collaborating, Learning, and Adapting (CLA) approaches.
- Experience working in Sri Lanka, and demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of the Sri Lanka and Maldives context and development dynamics.
- Strong familiarity with the USAID portfolio of investments in Sri Lanka and Maldives.
