Organizational Setting

In April 2025, the Multi-Partner Trust Fund (MPTF) for the Sustainable Development of the Brazilian Legal Amazon approved the UNJP/BRA/097/UNJ project "Environmental Regularization Project through Land Governance and Territorial Planning, as a pillar for Sustainable Development / Land for Women Project". The intervention was conceived by the Institute of Colonization and Lands of Maranhão (ITERMA) and will have the Food and Agriculture Organization of the United Nations (FAO) as the executing agency.
The "Land for Women" project aims to promote land and environmental regularization in settlement areas and rural communities in Maranhão, with a priority focus on women heads of household. Seeking to reduce social inequalities, expand territorial governance and promote sustainable agricultural practices, the intervention will combine land titling actions, training in sustainable practices and entrepreneurship, access to credit and environmental monitoring, with a view to ensuring land tenure security, promoting access to public policies and strengthening economic autonomy.
The project is organized into three project components/deliverables, namely:

• Formalization of women's lands in rural and traditional communities.

• Training in bioeconomy practices, sustainable management and female entrepreneurship.

• Technical capacity of the Governments of Maranhão and Pará for land monitoring and environmental enforcement strengthened.

Reporting Lines

The Agronomist will work under the general supervision of the Assistant Representative for the FAO Programme Unit in Brazil and under the technical guidance of the MPTF Project Coordinator.

Technical Focus

The Agronomist will act in the technical support of the "Land for Women" project, in the preparation and review of action plans focused on the qualification and efficiency of the project's execution, including the detailed analysis of strategies for the improvement of land governance, with emphasis on compliance with legal standards and best practices of land regularization, as well as contributing to social mobilization and the strengthening of local articulations, with integrated approaches ensuring that actions are enhanced and sustained by effective and inclusive governance. The focus also includes assistance, guidance and technical support for strengthening the institutional capacities of ITERMA for the improvement of land regularization processes, especially in the detailed analysis of current capacities, identification of gaps and areas for improvement, continuous monitoring and evaluation of institutional performance in line with state and national public policies, and compliance with FAO parameters, of the MPTF and Brazilian legislation.

Tasks and Responsibilities


• Carry out technical and productive diagnoses of the areas involved in the project, considering aspects of land use and occupation, production systems and agricultural suitability.

• Participate in technical inspections and field surveys, preparing opinions and reports that support the land regularization process with a focus on entitlement for women.

• Monitor and collaborate with the georeferencing process of the plots, contributing to the agronomic analysis and validation of the demarcated areas.

• Contribute to the development of sustainable land use projects, adapted to the reality of the benefited families, with a focus on agroecological and sustainable practices.

• Participate in the training and technical guidance of women beneficiaries, promoting the adoption of good production practices, sustainable management of natural resources and organization for access to public policies.

• Produce technical reports, field sheets, sketches and other documents necessary for the instruction of the administrative titling processes.

• Articulate with public and private institutions such as AGERP, SAF, INCRA, city halls and civil society organizations, aiming to strengthen the project's actions and access to policies to support family farming.

• Support the monitoring of the project's technical impact indicators, with a focus on production, income, women's autonomy and sustainability of regularized areas.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:

Minimum Requirements


• Postgraduate degree (master's degree or equivalent) in Land Governance, Land Policy or Rural Cadastre, Territorial Development, Agrarian Sciences, Environmental Sciences, Agroecology or other similar areas.

• Minimum of five (5) years of responsible professional experience in the management of field projects in Brazil related to: sustainable land management, land tenure and/or governance, territorial development, family farming or other similar areas.

• Working knowledge (level C) of Portuguese and Spanish and/or English.

• Brazilian nationality.

• Knowledge of the geographical and climatic conditions of the State of Maranhão and previous experience in land regularization projects in the state.

• Experience with the promotion of bioeconomy value chains.

• Previous work with economic empowerment of rural women.

Selection Criteria:

• Professional registration with CREA - Regional Council of Engineering and Agronomy.
