UNICEF Mexico is preparing the 2026-2031 Country Programme Management Plan (CPMP).
The CPMP is a strategic planning document that describes the main management structure and mechanisms to support the implementation of the Country Programme (CPD) and the achievement of its proposed results.
The integrated budget (IB) is an integral part of the CPMP preparation process and consolidates plans for the utilization of all available resources available to the Country Office, linking them to its programmes, their effectiveness, and management results.
When preparing the CPMP, the Office must ensure that the UNICEF-supported Country Programme is accompanied by a management strategy, organizational structure, and an adequate budget to achieve the expected results.
How can you make a difference?
Under the supervision of the Deputy Representative Operations, guidance from the Representative and collaboration with the Deputy Representative Programme and all staff, this consultancy must directly contribute to the development of the 2026-2031 CPMP for the Mexico Office and all its components.
Prepare the 2026-2031 CPMP and its accompanying documents to support the implementation of the new 2026-2031 Cooperation Programme Document (CPD), in accordance with the latest UNICEF guidelines and ensuring participation of all staff.
Develop the organizational structure of UNICEF Mexico in line with the new CPD and following Division of People & Culture (DPC) guidance.
Facilitate virtual meetings with the various areas of UNICEF Mexico to discuss and formulate the CPMP, ensuring transparency and staff participation.

Critically consolidate all suggestions and comments and prepare a quality CPMP (in line with the formal requirements for the document we have in UNICEF) in close consultation with UNICEF Mexico senior management.
Deliverables
Consultation meetings are held with the various areas necessary for the development of the CPMP document.
Sessions are planned to be online with at least the following areas: Senior Management, Programme, Operations, Communication, PFP
CPMP 2026-2031 document, identifying the main aspects in the following areas:
a) Programme Management Environment and lessons learned from the previous period and
b) Management and Results Strategy.
Organizational structure of UNICEF Mexico (staff and non-staff).
Annexes
*Each product must be delivered to UNICEF; it will be considered a final version after UNICEF's approval.

Qualifications
To qualify as an advocate for every child you will have...
Minimum requirements:
Education: Advanced University Degree (master's and above) in one of the following areas business management, financial management, accounting, public finance, economics and other related social science fields.
Work Experience:
At least eight (8) years of progressive international professional experience in office management, particularly in the areas of operations, strategic planning and human and/or financial resource management.
Experience implementing organizational initiatives in one or more operations management area including the following: budget; financial management and reporting; facilities management; administration; supply and logistics management; information and communication technology; human resources.
UNICEF experience is required.
Solid experience with UNICEF policies and procedures, and institutional knowledge of United Nations and UNICEF systems and processes is also required.
Relevant experience in a similar process is highly desirable.
Skills:
Excellent writing skills both in English and Spanish.
Experience in research in a relevant consultancy/job, and analytical skills.
Language Requirements:
Fluency in English and Spanish is required.
Working Conditions
This consultancy does not include travel during the duration of the contract.
The selected consultant will work remotely.

Technical and Economic Proposal Characteristics
All documents submitted must be written by the consultant and presented independently, uploaded to the corresponding links in the application.
Only individual proposals will be accepted.
Technical Proposal:
Updated CV that explicitly demonstrates the profile requirements for the consultancy.
Candidates who meet the passing threshold will be called for an interview, which will count as part of the technical evaluation.
Economic Proposal:
The economic proposal must be presented by the consultant indicating the COST PER DELIVERABLE, as well as the breakdown and explanation of the proposal, signed and in a letterhead.
Costs must be considered for all project expenses.
Costs must be fixed for the entire project.
Present your proposal in Mexican pesos; if you are a foreign provider, you must send your offer in US dollars.
